Chapter 12: Administrative Procedure and Disability Accommodations in TR-YÖS
Synopsis
Accommodations in high-stakes examinations are essential for equitable access to higher education, particularly for international candidates with disabilities due to differing practices in their home countries. The research evaluates how these accommodations in TR-YÖS align with administrative procedural law. Using qualitative document analysis, the study examines official guides and accommodations offered by Republic of Türkiye Center for Assessment, Selection, and Placement (ÖSYM). The findings reveal that ÖSYM provides a comprehensive range of accommodations designed to ensure inclusivity and accessibility. However, the study also highlights areas for improvement, particularly the need to expand the variety of accommodations available in TR-YÖS to address the diverse needs of international candidates and pre-exam support according to the principle of legal aid. The study underscores the importance of aligning examination practices with administrative procedural law principles, which mandate fair and adaptable public services, contributing to Türkiye’s internationalization efforts in higher education.
